Over the period of colonization and independence in Nigeria, sectoral development plan has been used in Economic Growth and Development Planning in Nigeria  (Ibietan & Ekhosuehi, 2013); neglecting the territorial dimension of development. The main sectors used for the sectoral planning include agriculture, manufacturing, solid minerals, services, construction and real estate, oil and gas.
